Rally numbers are always a bone of contention. For one thing, some people leave before other people arrive so there's usually no single time that everyone is present. It's not unrealistic to add 10% or so to account for this.
I firmly oppose boosting (or diminishing) numbers to make an event look good (or bad) and think we should be honest and realistic in our reports. For one thing, our opponents will suggest all rallies, by their very nature, are failures no matter how many people are reported. So it does not help the cause to unrealistically boost numbers.
